How are you trying to adjust the volume and are you hearing it incorrectly in the project playback or in the render?

I was able to set volume to background levels by adding the volume effect and draging the start and end keyframes down on the timeline on:

I put clip on timeline, add Volume effect and try to make the volume lower than 100%, for instance, to 80%. After this point, the volume goes to 0%. I mean the timeline playback mode only, I don't check the render mode with this effect.

i can not reproduce this issue.

in fact, it works just fine.
i can drag the volume line up and down and it changes volume in realtime
i can double click on the line to make a new volume drag point too.

i only differ from you in using ffmpeg: Revision: 15892

Does this happen with only a single clip on the timeline or only with a more complex, multi-track arrangement?

As reporter called it "working now" the bug is resolved.
